Results of telnet from windows 7 box to server:
Microsoft Telnet> open 192.168.1.2 80
Connecting To 192.168.1.2...Could not open connection to the host, on port
80: Connect failed

I disabled Windows firewall on both boxes. Same result for telnet.

I have avira premium on the server and avira free on the windows 7 machine.
Could they be causing the issue? I poked around in the settings but didn't
see anything related to firewall on either.

Could my router be blocking it?
