Joomla templates come with a default style sheet that can be modified, but any serious changes to structure have to be done in the code - with MVC PHP. It can be changed, but I wouldn't recommend that a novice attempt it. Changing an image or a button is fairly easy, and the menu system lets you assign the image to the menu item by pointing to it.
