Plenum in this context refers to how air is handled and exchanged within the
building.  When he said there was no "plenum return" he meant that the area
the cable was run in (I'm assuming above a drop-ceiling or within a wall)
was not used as part of an air return in the air handling system in the
building.  Depending on how an area is rated (plenum, non-plenum, riser,
etc.) determines what fire and building codes have to be satisfied.
Different ratings of cable have different kinds of coatings and jackets
which have different burn characteristics.  It's all about fire and safety
codes.

You can use plenum-rated cable just about anywhere without any worries,
though it's more expensive.
