Neither the Canadians ort British teach BRM in the manner you are stating.  

The Conventional US Army (non-SF/Ranger/Airborne) doesn't shoot enough to
get high accuracy, neither do conventional British or Canadian forces.

The Special Operations forces in the Army, and the US Marines train to a far
higher standard.

Stop being snarky.  I worked with both the British and the Canadians in
Afghanistan, while I was certainly impressed by individuals, as a group they
are no better than we are.

I was taught that volume rarely equals marksmanship. This is very
critical when you have to pack all ammo. If you look at some of the
videos of Canadians and British forces in Afghanistan you'll see
examples of such. You see similar videos of Americans, typically
laying down a large volume of fire. I thinks that only the Special
forces follow the marksmanship rule: 2 shots center of mass.
