Any business is reluctant to expend money. Of course they are going to resist.
At a base level, they are doing a cost benefit analysis. Is it worth $500 to keep you happy and protect their reputation? The biggest thing going for you is that they admitted they made a mistake. Their negligence has now cost you money, so they need to make you whole. Even better if you have it documented in an email. Not that you need to take it to court, it just gives you negotiation leverage. Elevate until they acquiesce. Otherwise, take your business elsewhere.
