For a news org moving into the next century, quality is one of the factors that will make or break an organization.
Quality being "Job 1". I can think of no top-down message from a CEO that could have more beneficial longterm impact on employees. Of course, middle management will (as they should) tame the message. And sell it to the line folk. And hand out kudos and punishment as necessary. That is what they are for. I wish more companies, and specifically news orgs, would take their product more seriously. And maybe there would be less truth in this complaint.
