This was happening already in fields that were more vulnerable to lawsuits and hence burdened with extremely high insurance rates. In particular, I am thinking of OB/GYN's. This has hit rural areas harder than urban areas. Small hospitals refer their pregnant patients to the closest metro hospital. The trend will just increase in rate and spread to other areas.
