We both agree that the number of people per Representative needs to be
lowered, much like student/teacher ratio. Of course since we are
discussing a ratio, that can be achieved two ways: increasing the
number of Representatives or decreasing the number of represented.

It isn't entirely clear to me what the optimal balance there is.
