Synopsys...the head of the Minutemen, in a speech basically said that they should come locked and loaded (the intent, supposedly, was using it metaphorically meaning come ready) but the group took it with it's literal meaning...which is come with guns loaded and rounds chambered , ready to fire. When they saw this, they decided that things have just gone horribly wrong and decided to dissolve the Minutemen.
