The Ext package is inside the CFIDE, here:

CFIDE/scripts/ajax/ext

It comes bundled with CF9 and you don't have to pay separate license
fees. I don't think that includes upgrades to Ext. Check with Adobe to
be sure. You can always download the newest Ext and use it according
to the license restrictions on the Ext site.
