If they lose the elections, the party coming in is not going to change a thing. This puts a lot of power in government hands. It gives them the power to serve several corporate interests if it becomes necessary. It ties them to the Entertainment lobby which can give them a lot of money.
Once you give a government power, you never get it back. Look at the Patriot Act as an example.
