Much of the north Atlantic was frozen over...but as early humans did develop
some amazing seafaring skills, it is quite possible that some got blown off
course while fishing in the open ocean and landed in North and even
central/south America. There are Indian populations that seem to have a
Chinese or Japanese influence, which anthropologists think was caused by
fishermen getting lost in a storm...

They could have also been following migrating fish or marine mammals and did
some coast hopping and ended up in the new world.

But if frozen water is thick and permanent enough to be walked on to the
poles, does landfall really need land?
