the reference shrub made was in a cabinet meeting regarding detaining
US citizens. Someone mentioned the unconstitutionality of the issue to
which Bush replied "The Constitution is just a piece of paper."

Even though Stevens called it a living piece of paper, I suspect he
had a very different meaning that the shrubbery.
