A really interesting article in the New York Times looking at data on
who gets stopped and frisked in NYC for "reasonable suspicion",
whether there is racial bias in those stops and whether or not it is
helping fight crime or just hurting civil liberties.

I've already come out against Terry stops, but I think that this sort
of analysis is really interesting. There is a lot more data to gather
and analysis to be done but at least it is a start at a more
comprehensive look at untargeted (not investigating a particular
crime) interactions between police and citizens.
