It did happen, however I don't think that statute can be used.  They
weren't offering him an office, they were offering him a position if
he declined to run for office.

There is no question that they had a conversation along those lines,
however both the administration and Rep. Sestak refuse to speak of it,
even when questioned directly on the matter.
