Not sure there is any SEO benefit to either over the other. For some reason I cannot explain, I like blog.mysite.com beter (even though I do not do this for my own blog).
As for free CF blog code, there is BlogCFC from Ray Camden as well as Mango Blog. To be honest, I have used Mango and I hated it. BlogCFC is not easy to change layout, though. Also, even though its not CF, WordPress could be an option. ITs easy to set up, easy to change out themes, and they have plugins for just about anything you can think of.
