Exactly. The freedom of the local populace should (and does) have more
'weight' than the freedom of someone coming in from outside. But that
falls short in non-residential areas.
But you mentioned a phrase which confuses me. Common sense? What's
that? Is it one of those mythical things like canned unicorn meat
