Sam a Congressional finding of fact is political and rarely has
anything to do with  reality. For instance in the Partial Birth
Abortion Ban Act of 2003 there was a Congressional Find of Fact that
had simply stated abortion was harmful to the mother, irresspecitve of
the scientific and medical literature's consensus of the opposite.

In the 19th century there was a Congressional finding of fact that the
value of pi was 3 - to bring it more into line with the bible.

You get the idea I hope (though I rather doubt it).
