"Make people reevaluate the needs, demands and utility of government
programs, the health of the economy, etc"

This could happen with or without sunsetting. If tax rates were locked and
needed to be changed, a new bill is introduced. Sunsetting would lead to
same mess now with a bunch of posturing and political games without doing
anything for fear of the results.

Now, if you want to argue that the tax rate goes to zero every five years.
I'll sign on. That might even be a better solution.

"Decide what is appropriate and go on record with it. No "deemed pass", no
filibuster without a filibuster."

I'm with you on the filibuster. I said it under Bush and say it now. Don't
threaten. Do it. If you're the opponent, make them do it. It would be a
ratings bonanza for CSPAN.

"I don't think that citizens pay more attention if you say"I'm going to
raise taxes permanently" versus "I'm going to raise taxes for 5 years". "

We'll just have to disagree. Based on the reaction of citizens to health
care and other policies, I'll stand by by assessment.

"The second might be slightly more palatable for some but I think that most
people know that in the current environment, when something goes up (or
down) it tends to stay that way. "

Somewhat. It still gives congressmen and out. "I did NOT vote for the tax
increases to be permanent" and such. It's a cop out.

"Lets sponsor a serious discussion on the merits of the tax structure on a
regular basis. It is a fundamental role of government and gets short shrift
because no one wants to deal with it."

They don't want to deal with it is exactly right. It's like political
nuclear waste. You can't handle it without getting burned.
