Certainly is.

But I will point out it was an American researcher from a private American
university, researching at the library of a government-run state university,
using documents released by the government under its "Freedom of
Information" policies, who brought this to light.

At least in this case, it happened generation(s) ago, parts of the
government released the information and made it available, other parts are
actively admitting to the acts and condemning them, and still other parts
are mobilizing to find out how it happened, what else might have happened,
and to make sure it cannot happen again.

This is how it is _supposed_ to work, I think.

(Tragic for the infected folks, and dastardly of the doctors, and sad for
the American people that it was done in their name and on their dime, and
disappointing for humanity in general.)
