Ummm....First article? Maybe? As for limits....um....I know they skate
around a lot of them using the interstate commerce clause, but I'd have
to actually read it again to tell you what they are. I haven't read the
articles since I was in high school, but I can guarantee you that I'd be
reading them again if I were running for public office.
