I refused the Smart meter at my house. My neighbor got one and his bill tripled. My dad got one at his house and his doubled (and he uses NO electricity).
SCE ask to install one at my house. I asked them what guarantee do I have that my rates would double, they say it should not. I also asked if they are going to charge more for use during the day, will they give a discount for more use at night. They said no. I have told them no and won't allow them access.
