Example, Colin Powell's speech to the UN. Bush's speech to the nation on the invasion of Iraq. In both the claim was made that the reason given was WMD's. I'm not sure about Powell's case, but according to quite a few accounts Bush knew at the time he gave that speech that there were no WMD's in Iraq.
