A lie is a deliberate misstatement of facts.

He said "There are weapons." That was a lie.  He told it.

If he had said "our intelligence indicates there are weapons" then it
would not be a lie, simply his willingness to accept what he was told.
 However, he chose to boldly state the weapons existed when in fact he
had no real knowledge of their existence.

Now, he is "sick" that the weapons didn't exist, not that he was wrong
about them.  He wanted the weapons, and hence the threat, to be real
so he could justify his war.   That shows no concern for the
well-being of those who might have been endangered by those weapons.
Shows him in all his true colors as the megalomaniacal beast that he
is.
