Yes.  As Yoda explained to Luke, a Jedi only uses the force for defense,
never for attack.

Yoda doesn't throw stuff at Dooku, he just blocks what Dooku slings at him.
Dooku shoots lightning at Yoda.  The first time, Yoda deflects it back at
Dooku in a defensive manor hoping to end the conflict quickly.  Dooku
deflects the deflection.  Dooku shoots lightening at Yoda again.  The second
time, Yoda just cancels it out, knowing that sending it back won't do any
good, which implies that if he did send it back again, it would be for
malicious purposes.  True, Yoda does use the Force to flip around and attack
Dooku, but he is doing so in defense of himself, as well as Obi and Anakin.

In ROTJ, Luke uses the Force to choke the Gamorian guards, but he doesn't
kill them and is only doing it to avoid having to kill them in his attempt
to save his friends.  He could just whip out his saber and waste the first
few guars that approach him, but that would be senseless killing.  Even
though he's sort-of attacking, he's still acting in defense.

Vader, The Emperor, and Dooku seam inclined to kill just for the heck of it
. not caring about those that get killed .. even each other.  There is the
difference.
