During the last election, which was supposed to be clean, and had both UN monitors and foreign reporter coverage, people who voted for someone not in the ruling party had a pretty good chance of disappearing.
They still have not been found or heard from again. I think it is reasonable for the voting populace to be more than a little mortally afraid of voting against the guy if he is on the ballot. Not worth the risk. He has lost his right to run by cheating in the same race before.
