Why? Who is going to form alliances with whom and what would trigger a declaration of war that embroils said allies? Libya is in a state of pretty much open civil war, yes, but that happens around the world quite often. And during such events, regional security groups (African Union, NATO, etc) often help secure borders, run refugee camps, and help try and alleviate some of the worst atrocities in those conflicts through things like no-fly zones to protect populations from aerial bombing campaigns. There is a lot of upheaval right now, to be sure, but I'm not seeing where you can reasonably extrapolate from current events to WWIII.
