The UN Resolution seems to have quite a bit of wiggle room regarding
ground forces. No "occupying forces" but "take all necessary
measures". The text, specifically, is:

"to take all necessary measures [notwithstanding the previous arms
embargo] to protect civilians and civilian populated areas under
threat of attack in the Libyan Arab Jamahiriya, including Benghazi,
while excluding a foreign occupation force of any form on any part of
Libyan territory''

So invasion force but not occupying force might be justifiable.
Hopefully we are part of neither.
