Well, there is that little matter of Ghaddafi being behind state
sponsored terrorism like the Lockerbie bombing and the bombing of
Marine barracks. You may not remember it, but Reagan sent cruise
missiles into Ghaddafi's compound before (without Congressional
authorization, btw) and killed members of his household including his
dog. There is a pretty long history of animosity between Ghaddafi and
the US.
