The driver was at fault for going to slow.  This doesn't mean
its therefore ok for the cop to tailgate like an a-hole.  Both parties can
be and were wrong here.  I never slam brakes, but I do let off
the accelerator and slow down when being tailgated.  Now, I don't do this in
the left hand lane as that would be idiotic but if you are tailgating me in
a single lane road, it will only cause me to slow down until you back off or
pass me.  People try to "bully" others into speeding by extreme tailgating
(as the cop did in the video).

There is a difference between right-of-way and common courtesy.

It's because many people become a-holes when they get behind the a wheel of
a car.  So they use the lane that is ending as an excuse to try to jump 10
spots ahead in traffic instead of merging at their spot in the line.  This
is one of my biggest peeves because its not only rude but extremely
dangerous.
