The best outcome would be they both get their hands smacked.  I don't 
know if what she did is actually felony obstruction as I don't know the 
actual law, but come on.  She was annoying more than obstructing.  Maybe 
they can get her on disturbing the peace and drunk in public or something.

The officer still needs some kind of reprimand.  The woman wasn't really 
a danger to anyone.  Another cop was there and started to step in when 
the woman started slapping, mostly hitting air.  The original cop 
tightened his fist around his cuffs, grabbed the other cop's arm and 
then punched the woman in the face.  Blows to the head can be dangerous, 
especially when a weapon is used.  It should not have been his first 
reaction.  I still say it is an instance of, "I'm going to teach you a 
lesson."

 From the report, it sounds like he was already pissed before the 
confrontation began.
