Washing before/while preparing food is, as far as I know, not. But I can easily be wrong and should look it up to be sure. It could easily be something that it so simple that we forget it's required. The hand washing I mentioned before are all accompanied by a prayer of some sort. Makes it easier to pay attention to them.
