there are really 2 kinds of expandable menus. and which you mean might change my answer.
one allows one OR MORE area to be expanded at once. one allows only one open at a time. the first allows me to open multiple at once, and look at more than one at once. the second is just like a tab in that you page between the sections. if the content is truly separate, and needs never be shown together, the tabs or single menu at a time makes sense. in that case, I too prefer tabs, but tabs only work well in small numbers, and with very short and different labels. If there are too many content areas, or the labels are too long, or there isnt enough horizontal real estate to show the tabs (can you say mobile screen width) the collapsible menus work better for me.
