Regardless, whether cleansing the accounts first or second, you will eventually contact the authorities (in the car situation) or twitter in the congressman's situation. Twitter has a protocol for dealing with hacked accounts. Then, you might want to contact some type of civil authorities to investigate the hacking. Weiner did neither. He did call his lawyer though.
