I say it's a lack of proper funding because startups always underestimate the cost and complexity of maintaining a big system. You can point to a lack of proper protocols that allowed the code in question to be pushed into production, but it comes down to resources. I once had a guy call me with a request to build a cutting edge b2b auction site for his industry, where he said he wanted to be the leading player online. His budget? $6,000. I can say I want to fly to the moon, but that doesn't mean it is going to happen.
Those of us who work in IT need to do our utmost to protect people's private data. But we can't do it without resources. Dropbox needs to commit the resources necessary to build and configure proper systems for long-term support of a large, complex code base. Do they have continuous integration? Unit testing? Automated unit testing? A unit test of the login function would have caught this mistake.
