Taxes generate revenue, yes.  So regardless of the tax system, revenue
is required and therefore a goal.

VAT takes goods at every stage of production.  FairTax just taxes the
final retail product.  This simplifies the tax structure.  You know,
so it doesn't take 10,000x more people to enforce it.
