No.  If you unclench your bung hole and read what I wrote, it's not an

In any event, what they totally ignore is what this is likely to do to
incentives and behavior and how that would start their little study on
fire.  And all of that ignores the political realities such as states
with sales tax shoving the knife in this idea.

So I get it, you like the idea, but realize it has zero probability of
ever becoming law.
