Here's the problem that nobody seems to be getting on this thread.

Damon, along with TONS of other celebs, tycoons, millionaires, billionaires
and "the rich" found, give, sponsor PRIVATE CHARITY organizations.  These
are privately run, don't rely on governments for funding and are all Really
Good Things.

That's not what Damon's original quote was talking about though.  Here's a
snippet from the original post:
"I really don't mind paying more taxes. I'd rather pay for taxes than cut
'Reading is Fundamental' or Head Start or some of these programs that are
really helping kids. This is the greatest country in the world; is it really
that much worse if you pay 6% more in taxes?"

So Damon, who directs where his charitable giving goes, now wants everyone
that makes $200,000 or more (couples at $250,000) to be on the hook for
additional giving that they won't be able to direct and which will go into
the General Fund of the treasury and, according to
http://www.cbpp.org/cms/index.cfm?fa=view&id=1258, only 17% of that
additional revenue would go to the programs that he mentions there... okay,
14% to safety net programs and 3% to education.
