I dunno. Someone complained and the official had to do something. Otherwise, I am sure no one 'official' really cared.
Now, what the article is not clear about is the number of yard sales she has had since July 1. There is a 3/year limit mentioned, so if she has had 4 since July 1, then I can understand the neighbor complaining. That is almost every weekend (assuming she is having them on the weekends, which is likely).
