Lets face it as long as there are jobs there are going to be people going for them. As long as people perceive that things are better in place X then they are going there. We've tried blocking things off, hunting them down etc, and it really has not worked. Why not just regulate it and keep careful track of the guest workers that are let in. That way we still keep those that make a positive contribution, give them a chance to before permanent residents (huge fee here). At the same time you really crack down on those who hire illegals. Liquidating the business and another huge fine would be appropriate.
