Seems like you're missing the point: The point man for the greatest attack on American soil since WWII is documented to have met with these people multiple times leading up to the attack. Further, given their rushed exit, it's clear they knew enough to realize they didn't want to be in the US following up from what they were warned was going to happen.
That makes them key witnesses, and possibly accomplices, to 9/11. You don't find it odd that FBI didn't think they should disclose this fact to the commission investigating 9/11? I find it more than odd; I find it obstructionist and therefore criminal.
