They won't be super powers. And as it stands, China is moving heavily into the Caribbean. They are offering 2B US$ in loans to Caribbean islands at a 2% rate of return, or 2% or 10 years and Natural Gas for the other 10.
Right now the US is nowhere in all this and seems content to cede the English speaking Caribbean to China ;-P What Fun!! :-| You also picked an extreme scenario. How do you know that if Texas breaks away it would not seek to have even stronger ties with the Caribbean as all the Former states jockey for influence, resources and allies? And anyway, this is why I asked if there were any credible research done on the fallout and outcomes if a few larger states secede.
