I would say it depends on how they act.  If they are acting as this person
in the article makes it sound, then it is a bad thing.  Just stopping you
and searching you in the halls is a violation of your 4th and 5th amendment.
Being black or latino and being in a hallway is not a crime.  Having a
police presence is one thing, but if you go out to take tha garbage out and
you are getting frisked or arrested by the cops...then I would say...if that
is what is actually happening...i hope they nail the cops to the wall.

Interesting.  My understanding is that the landlord has to have explicitly
requested these patrols for them to occur.

In Atlanta, we've given the local security patrol (off duty cops) keys to
our condo building and they do periodic patrols, questioning strange people.
That's not only okay with me, but expected.

So at it's core is this a landlord vs tenant rights issue?
