Indeed, which is why they have these blanket policies in the first
place.  They used to use "common sense best judgement" for these kinds
of things until the inmates started to sue for discrimination,
harassment, and racial profiling.  Now the jails just use blanket
policies for everything that they possibly can to avoid even the
appearance of singling someone out for fear of having to defend
against a flood of lawsuits.
