I would also suggest you play with messing around in wordpress on some 
free thing like 000webhost.com before setting it up for reals.  They 
have a c-panel and phpmyadmin, and the database, ftp DNS and web site 
are all set up automatically in about 5 minutes.

I wouldn't use them for anything that needs reliability, but for 
breaking code and screwing around, they are great.
