In some cases.  Read the Bloomberg article.  How this douche bag got
elected multiple times in NYC is incomprehensible unless you believe people
just don't care anymore.

Here's a little excerpt:

his donation, including a “cholent” or carrot stew, was turned away because
the Bloomberg administration wants to monitor the salt, fat and fiber eaten
by the homeless.



Yes, that's right.  It's better for the homeless to be hungry than to have
a meal that might have too much sodium or fat and not enough fiber.
