They really couldn't let them get much closer. As an aside, there are some genuine "anarchists" in Santa Cruz and they say they have no idea who it was that that smashed store windows there so it's actually possible in my mind that such people are not even protesters. But the police would have been remiss to allow random protesters too close to a building full of heads of state, look at it from their point of view, you need to show you can keep Francois Hollande and Angela Merkel safe if you want people to listen to you on military matters, right?
