Heh.  You should grab one and scan it.

Talking to the police, as in forming some kind of relationship is a good 
thing to do.  Other times, talking to the police is an ignorant thing to 
do.  If the police are asking about witness type stuff, it is probably 
OK and a public service to tel what you know.  If police are questioning 
you, individually, you keep your mouth shut.

I guess whether the advice on the signs is really harmful or helpful 
depends on the reasons listed for not talking.
