Turkey is still acknowledging that the aircraft strayed into Syrian airspace, but claims the Syrians shot the aircraft down over international waters.
That said I think a good case can be made for intervening simply on a humanitarian basis. I personally think that preventing massacres of the sort that the Ba'athists are doing to the majority Shia population is justification enough. But Turkey is being very restrained right now.
