That's interesting, I didn't know that. I thought you had to be a citizen. Personally, I think that if you are not allowed to vote, you shouldn't be allowed to contribute. I suppose that the opposite view is that permanent residents have to obey the same laws as citizens, so should be able to help shape them. But why not just let them vote? Interesting stuff.
